Nothing in the Hallways

You may have received this recent notice from Markwood Management about Halloween decorations in the hallways.

Good afternoon homeowners:

We appreciate that it is impossible to avoid enthusiasm for Halloween when you live in Salem.  Unfortunately, we must ask you to remove the decorations many of you have placed in the hallways.

Insurance companies are quite adamant that nothing be placed in in common areas that might in any way be considered a "trip" hazard.

Basically, do not place or store anything in the common areas (hallways, steps, roof) of the building. This not only includes seasonal decorations of any kind, but also trash bags, furniture, sculptures and especially...shoes. There are several good reasons for this policy: These objects constitute a potential hazard and expose us to liability (the insurance for the common areas does not cover your personal items).  That could mean problems if visitors or tenants trip on these things (and sue us), if they impede evacuation during a fire, or constitute a fire hazard in and of themselves.  There are also problems if someone damages or steals the personal items left in the common areas. This kind of clutter can also make vacuuming more difficult for the cleaners. And lastly, not everyone shares the same taste in "decoration". So please keep all of your personal items inside your unit.

UPDATE: PARKING MEETING TONIGHT!

There will be a meeting of the Salem City Council tonight, Thursday, September 29, 2016 at 7:00 PM in the Council Chamber at 93 Washington Street to discuss a new parking arrangement for Holyoke Street.
This meeting is about turning parking spaces on Holyoke Street into tour bus parking spaces.
This means we could potentially lose all of the parking spaces on Holyoke.

The council will also be deciding weather to change this:
"ORDINANCE to amend traffic, chapter 42 Sec, 11: Bus Stops, by deleting Holyoke Square, Bus Stops on the easterly side in a northerly direction, beginning twenty feet from Gedney Street and extending eighty feet. Tour bus parking two hour limit."

and replace it with this:

Holyoke Street, Bus Stops, on the easterly side in a northerly direction, beginning 20 feet from Gedney St. and extending 160 feet. Tour Bus parking Two Hour limit.

Ward Councillor Famico has moved to adopt the first passage. Which means we would keep at least some of the spaces.

Street Parking Changes

In preparation for the annual onslaught of Halloween tourism, Saturday morning the Salem DPW painted several new designated areas on both Holyoke and Norman streets that may greatly impact parking availability both during the month of October, and going forward into winter.
Although the only officially-designated place residents of 24 Norman Street are allowed to park is Riley Plaza, (with our hang tags) many tenants frequently park in the unmetered spaces along Norman Street, directly in front of our building or the shopping plaza next door, or on nearby Holyoke Street.  We recently lost a potential space to a badly-placed handicapped parking space in front of the building. Saturday we lost another one, the space directly in front of that space by the ramp, or "driveway" on the market side of the building. (see photo below)

We are also potentially losing all of our parking on the Verizon building side of Holyoke Street. The Salem DPW painted in two large spaces for tour buses to park on Holyoke.

Although tour buses and Verizon trucks have parked there in the past, this may indicate that a new, officially-posted "Tour Buses Only" area may be enforced with ticketing, or towing. Weather this will be only during the month of October, or permanently, remains to be seen.
There was no notification from the city to Markwood Management that any of these changes were taking place.
With the new Merchant hotel leasing parking space in Riley Plaza, two new hotels scheduled to open within the year (one on Essex Street, one on Washington Street) and the city seemingly favoring merchants and tourists over residents, parking scarcity is once again becoming critical issue. 

For now, just be aware of these changes and be careful to look for any new signs or posted regulations. We will post any new information we receive here on the blog.

Towing Reminder and a Warning

A car was towed from the side driveway this morning that had been parked in there overnight.
This is unfortunate and a real hassle for the person who parked it there, but this situation could have been avoided if:

• The vehicle license plate number and vehicle description had been on the list of 24 Norman Street resident's vehicles.
• The person who left it there had contacted Markwood Management and informed them of the reason it was left there overnight.

The side lot is for short-term parking only. That means picking up and dropping off passengers, groceries, luggage, etc. The outward time limit is usually about a half an hour. However there is some grace, you probably won't even have a problem parking there a bit longer if you are not:

• Blocking the dumpster
• Blocking the entrance to the driveway
• One of multiple cars in the space. 
• Making a lot of noise

Things that are noticed, frowned upon and will likely get you towed are:

• Habitual abuse of the parking space
  (parking there repeatedly for more than a couple of hours over consecutive days).
• Overnight parking (never a good idea).
• Parking in the side lot and not being on the tenant's vehicle list*
• Using the driveway as a personal space for working on your vehicle.

*Markwood maintains a list of tenant vehicle tag numbers and vehicle descriptions so that we can tell if someone other than a tenant is parking in the side lot. This information is provided voluntarily by the tenants. If you are not on it, you automatically go to the short list for being towed.

Occasionally people have had mechanical issues with their cars. No oil, ran out of gas, flat tire, dead battery, etc. If this happens to you, and your vehicle is stuck, contact Markwood Management immediately. This is especially important if you are not on the list of tenant vehicles. If we don't know who you are we can't even call you and see what the problem is.

Vendors who are performing work in the building for Markwood Management, are generally exempt from these parking time restrictions. However if a tenant or owner is hiring a plumber, electrician, carpenter, cleaner, mover, etc. to do work in their unit, inform Markwood Management so that they can contact them if there is an issue. (for example, blocking the driveway or access to the dumpster).

This is all important because Halloween is coming, which means increased traffic and less parking availability. Our proximity to downtown, also means we are frequently prone to having unwanted visitors and "guests" parking in our driveway. It is important to keep the driveway open so that every tenant has equal access and trash removal can be completed. If you don't wish to be towed and fined, please respect the space.

HALLOWEEN PARKING NOTICE for 24 Norman Street

The side parking lot at 24 Norman Street will be chained and locked starting noon Friday 10/30/15 until Sunday 11/1/15. This means the side lot will be unavailable for parking for the pretty much the entire weekend. Be aware, and plan ahead. If your car is found parked there when Markwood closes the lot, your car will be towed, or will be locked in for the weekend. This is in anticipation of record crowds in Salem. In past years we have had issues with non-residents parking in the side lot during the Halloween festivities, and because of road closings and heavy traffic, were unable to have them towed.

Halloween Parking Reminder

This is a warning for for new tenants and a reminder for long term residents of 24 Norman Street.
If you are not already aware, October is a very difficult month for traffic and parking in Salem. This is true for much of Salem but for the downtown area especially.
Haunted Happenings, the month-long program of events and activities brings in a huge daily influx of tourists, especially on the weekends, meaning your usual parking spots (including Riley Plaza) are frequently filled with the cars of day-trippers, out-of-town gawkers, evening revelers and and other Halloween visitors. Parking enforcement is generally very stringent.
Markwood wants to remind everyone that parking restrictions for the side parking lot are in full effect. 

Parking restrictions for the side parking lot are somewhat more relaxed during the rest of the year.
Although it is a temporary drop/off, pick-up area and Markwood prefers that you park there a maximum of 20 minutes, they are aware that many people exceed this time limit, sometimes by several hours, (which you always do at your own risk).

There are however, several instances where the parking restriction is ruthlessly enforced. (1) When a vehicle is blocking access to the driveway. (2) When a vehicle is blocking access to the dumpster on a trash day (3) When a vehicle is interfering with snow removal (4) The entire month of October. 

Case in point: This last weekend this blue Hyundai was parked in middle of the side lot from Saturday evening until Monday morning , (when it was towed away). 

Markwood has no easy way of confirming if a car belongs to a resident of 24 Norman Street, a visitor, or friend of a tenant, or is just some random tourist. Markwood also has no way of contacting the owner of any particular vehicle. (We do not have the ability to look up and cross-reference registration and the police will not get involved with parking violations on private property)
Markwood has no choice but to call the tow company.
If your car is broken down and you are unable to move it, it is your responsibility to call Markwood and let them know the circumstances.

If your car has been towed, it will have been towed by Bill's Towing Service, located at  2 Commercial St, Salem (978).  It is an expensive and inconvenient experience to retrieve it,
so please avoid parking in the side lot for longer than 20 minutes. Also warn any visiting friends or relatives about this restriction. Your cooperation is greatly appreciated.

Coming to Salem for Halloween?

Residents of 24 Norman Street may already be in Salem, however if you are new to Salem and the building, must travel out of or into Salem, or you have friends coming to visit on Halloween, you may find this information helpful. Also, be aware that the side parking lot will be chained and locked Halloween to prevent unauthorized parking.

Here are 5 Things you need to know.

1. Seek alternate routes. Do not drive to Salem on October 31st. Take the commuter rail or the Salem Ferry. The last trains leave Salem for Boston at around 11 PM.
2. Say something. If you see anything suspicious report it to the police by texting SalemTip  to 67283, or calling 978-744-1212, or going to any of the bright orange Salem Police tents around downtown.
3. Be safe. Leave costume weapons at home. Public intoxication will not be tolerated. Fines triple in October. Follow all police directions
4. Be respectful. Be sensitive to our downtown residents, as well as visitors. Fines for parking in resident-only zones triple in October.
5. Be patient. Road closures and detours are numerous on October 31st and may change depending on circumstances. If you must drive expect major delays.

Salem Announces Planned Street Closures for the month of October

It's that time of year again! If you have lived in Salem or at 24 Norman Street for more than a year, you already know how crazy things like traffic, crowds and parking can get from now until November. To help you plan, here are the City of Salem's announced road closures and detours planned for events in October. 

All information below is subject to change. The Salem Police Department will close any street at any time if they determine that a public safety issue exists.
 
·         October 2: Haunted Happenings Parade starts at 6:00 p.m. at Shetland Office Park on Congress Street. Residents should anticipate traffic delays on Route 114 and Route 1A. Route 1A from Derby Street to Brown Street will be closed to traffic from 6:00 p.m. to 9:00 p.m. Other road closures are Congress Street, Washington Street, Essex Street from Washington Street to Union Street, Central Street, Front Street, and Washington Square West, North, and South. There will be no parking tow zones along the entire parade route. Log onto www.salem.com for more detailed information.

 ·         October 4 and 5: Haunted Happenings BizBaz. There will be no parking at the meters along the portion of Essex Street between Hawthorne Boulevard and New Liberty Street beginning at 6:00 a.m. on Saturday October 4 through Sunday October 5 at 9:00 p.m. This section of Essex Street will also be closed to through traffic from 9:00 a.m. to 9:00 p.m. on Saturday and Sunday.

 ·         October 18: Salem YMCA Witch City 5K road race starts at 9:00 a.m. at the Salem Willows. No road closures are planned, however residents should anticipate traffic delays along the following roadways: Memorial Drive, Essex Street, Route 1A, Route 114 including Hawthorne Boulevard, Derby Street, and Fort Avenue, ending at Restaurant Row.

 ·         October 19: Witch Ride Motorcycle Ride. Route 114 and Route 1A will be impacted, but not closed to traffic, from Marblehead to New Derby Street. Route 1A, including Derby Street, will be closed to traffic between Lafayette Street and Congress Street. Congress Street will also be closed to traffic. Residents should anticipate road closures and traffic delays from noon to 3:00 p.m. There will be a no parking tow zone on Derby Street between Lafayette and Congress Street from 11:00 a.m. to 3:00 p.m.

 ·         October 25: Devil’s Chase road race starts at 8:00 a.m. at the Salem Willows soccer field on Fort Avenue. No road closures are planned, however residents should traffic delays until 10:30 a.m. on the following roadways: Fort Avenue, Derby Street, Szetela Lane, Webb Street, Andrews Street, Washington Square, Essex Street, Charter Street, Central Street, Derby Street, Winter Island Road, Columbus Avenue, Restaurant Row, and Memorial Drive. Several no parking tow zones will be posted on Memorial Drive, Victory Road, and Larkin Lane.

 ·         October 31: Halloween events will include multiple road closures and heavy traffic delays throughout Salem for the entire day and night. Residents should expect major traffic delays on Route 114 and Route 1A. Downtown streets will close to all traffic no later than 4:00 p.m. These road closures include: Essex Street at Crombie Street and Barton Square to Union Street, Washington Street from New Derby Street to Bridge Street, Federal Street from St. Peter’s Street to North Street, Washington Square North and West from Essex Street to Brown Street, Hawthorne Boulevard, Derby Street, Route 1A, Congress Street near Pickering Wharf, Charter Street, Central Street, Front Street, and Lafayette Street from New Derby Street to Front Street. Bridge Street at the Bypass Road will also close to all traffic between the westerly overpass ramps the Bypass Road from 9:30 p.m. to 11:30 p.m. for the closing fireworks.

October Parking

Well it's October again, and if you have lived at 24 Norman Street for more than a year, you will know what that means. It means lots of Halloween activities going on for the entire month, lots and lots of tourists, and a corresponding lack of available parking spaces.
Markwood would like to remind everyone that, tempting as it is, to not use the side lot for your own personal, long-term parking area. This is a constant issue throughout the year that gets much worse through the month of October and especially on Halloween, when we get upwards of 40,000 visitors to the city.
Occasionally it is not only residents of 24 Norman Street who abuse the side parking lot.
In the past we have had tourists who think it is a free, open parking lot for their convenience. Towing has been the usual deterrent, but since the streets are so crowded, and the towing company is so busy, that remedy may not be an effective deterrent. For this reason Markwood will be chaining off the parking area for the Halloween weekend. We will keep you posted on the details of when this is happening. ·         October 3: Haunted Happenings Parade starts at 6:30 p.m. at Shetland Office Park on Congress Street. Residents should anticipate traffic delays on Route 114 and Route 1A. Route 1A from Derby Street to Brown Street will be closed to traffic from 6:00 p.m. to 9:00 p.m. Other road closures are Congress Street, Washington Street, Essex Street from Washington Street to Union Street, Central Street, Front Street, and Washington Square West, North, and South. There will be no parking tow zones along the entire parade route.

·         October 5 and 6: Haunted Happenings BizBaz. The only planned road closings for Friday, Saturday and Sunday are Washington Street, between Church Street and Bridge Street, and Federal Street, from Washington Street to North Street, during the times the Radio 92.9 entertainment stage is operational (Friday at 6:00pm, Saturday & Sunday @ 4:00pm).

However, crowd size and public safety will dictate the need for closing any streets in the downtown area during the weekend.

Posted No Parking Tow Zones

Washington Street from Lynde Street to Bridge Street.  This section of the street which is across from District Court will be a Posted No Parking Tow Zone area on Thursday, October 27 beginning at 3:00pm.
Federal Street - both sides from Washington Street to Superior Court.
Norman Street - both sides from Washington Street to Holyoke Square.
Saturday, October 29 – Devil's Chase Road Race

On Saturday morning beginning at 8:00am this road race will start at Salem Willows and proceed through Memorial Drive, the Common, Derby Street, Fort Avenue, Winter Island and the Willows neighborhood.  During the race there will be some traffic diversion along the route.  For a course map, log onto bnsfitness.com

Road Closures
The following streets will be closed to vehicular traffic at approximately 5:00pm on October 31st:
Washington Street closed from New Derby to Bridge Street.
Essex Street from Barton Square to Union Street
Derby Street from Lafayette Street to Congress Street
Brown Street closed at New Liberty Street.   Second backup closure at Howard Street
Lafayette Street closed from Derby to Front Street
Hawthorne Blvd closed from Derby Street to Essex Street
Washington Sq. West closed from Essex to Brown Street
Washington Sq. South closed
Washington Sq. North closed from Brown to Winter St
Winter Street at Bridge Street closed to inbound traffic
Williams Street at Bridge Street
Congress Street closed at South Harbor Garage, traffic detoured to Wharf Street out to Derby Street. Derby Street inbound traffic detoured to Little Hawthorne Blvd., right on Essex Street (Traffic direction reversed Little Hawthorne Blvd.)
Lafayette St and New Derby Street remain open to traffic to and from Riley Plaza.

Fireworks traffic control plan 10:00pm – October 31st
Bridge Street closes to traffic between the westerly ramps and the Bypass Road.
Incoming Bridge St northbound traffic detoured up westerly ramps to east west North Street directions. The Bypass Road inbound traffic from Beverly is diverted back to Bridge St and back to Beverly. Incoming south bound traffic from Bridge Street is diverted to the Bypass Road and back to Beverly.
Beverly sign board before Bridge warns drivers that Salem is absolutely closed to thru traffic from 10pm until 1130 pm. Route 1A, Rt 114, and Route 107 no access from Beverly. Vehicles directed to Kernwood Bridge.

Franklin Street closed.

Parking in October

As we get closer to Halloween weekend and the number of tourists increase, parking in the neighborhood will become more difficult to find. Markwood Management would like to remind tenants and owners not to use the side drop off area for long-term parking. This is especially problematic during this month.

Be forewarned, Markwood may need to be very stringent in the application of the 20-30 minute parking rule. We will be especially on the lookout for vehicles that may not belong to building tenants (i.e., out-of-state plates) as many tourists feel parking in that space may be worth the risk. Don't take the risk of being towed.
